Joseph Silva, CPA
Chair

Joseph Silva is currently Director of Strategies & Partnerships at The Regional Municipality of York (York Region). His diverse portfolio includes social policy and data services, community funding and development, strategic communications and community engagement, emergency management, and diversity, equity & inclusion.

Prior to his current position, Joseph was Deputy Treasurer and director at York Region’s Finance Department, responsible for the delivery of financial services and modernization of business processes. He spearheaded efforts to strengthen talent and mature policy capacity, establishing an internship program and introducing a CPA Pre-Approved Route, one of the few in the municipal sector.

He started his civil service career at the federal Department of Finance before moving to the Ontario Public Service. He is a supporter and volunteer with United Way Greater Toronto; he ran his employer’s charity campaign in 2015 and 2016, served as Co-Chair of United Way’s GenNext network, and was a member of United Way’s campaign cabinet in 2017 and 2018. He is a Chartered Professional Accountant and an Ontario Certified Teacher, with graduate and undergraduate degrees in economics, education and public administration.
